Hey Buddy,
Go for it! I would not spend the extra money for a Colt, I didn't see any justifiable quality reason for doing so. Just my own personal experience.
Any of the clones, Bushmaster, Olympic, DPMS, probably others that are out there now that I may not be aware of. Stay with the 20" barrel and it will easily perform to your listed specs. Get a free float barrel set up. Put a nice scope on it with at least a 40mm objective. Stay with the flat top. You can get really nice custom barrels that will perform beyond what you listed.
GonHuntin or Byron South may be able to recommend specific mfgr's.

If it were me the route I would take is order a RRA NM lower through your local FFL from adco, then order a 20" bull barrel upper from J&T, total cost would be 766.00 + shipping & transfer, top it with a top of the line scope and you'll be well under the 1500.00 mark and will shoot way sub MOA. Make sure you get a High Rise flat top so you can get the proper scope heighth. RR

Great idea!
High scope rings work well also. Leupold and other rings come in low, medium, and high configurations. I built all of mine except two. That is the best way to go, just not all people want to go to that much trouble. It does allow you to get higher quality accesories because of the money saved. Also you can build to your specs for performance and appearance.

With a budget of $1500 I KNOW exactly what I would do.......I would call board member Tony Rumore at Tromix and have him build me one of his rifles! He uses Pac Nor super match barrels and knows all the tricks to get top acuracy from the AR platform......he can build one in 17 mach4 or 50 action express and anything in between.....if it will fit in an AR magazine, he has probably done it! He has built 3.5 pound ultra lights and full bull heavy weights.........he can build your dream AR! www.Tromix.com

You can put one together for a whole lot less than that. I built a DPMS that is a real shooter, will shoot under 1/2 inch at 100. Shot some pdogs way out there on our last excursion. Got the lower from Bozo and bought a 20 inch flat top stainless bull barrel on sale from Midway, both those cost me around 650.00. Put some extra high Millet rings and a Redfield 4x16 scope and went to shooting, it impressed me with its accuracy, I was hoping for close to 1/2 and got under. Still got some trigger work to do, but for just general shootin it does great. The 20 inch bull barrel is a little heavy for waggin around in the bushes all day, but it doubles as a pdogger too.

I bought a DPMS from a guy on AR15.com. It was VERY gently used and came with a Harris bi-pod, a mounting rail, 3 30 round mags, and a real nice padded case for $650.00 shipped to my FFL and it will easily shoot to your specs.
If you decide to go the custom route you might wanna look at a Tact 20 caliber. I've read a lot of good stuff about it and its really got my interest. Downside is you'll have to handload for it but thats not all that bad either.
